The Most Important Procedure for Any Newcomer

Registering your residency (empadronamiento) is mandatory, free, and independent of your immigration status. Without this document, you cannot access public healthcare, enroll children in school, or accumulate time for social roots (arraigo social) applications.

The good news: starting January 13, 2026, Spain will once again accept expired Venezuelan passports for this and other immigration procedures, according to a joint instruction from the Director General of Migration Management.

Required Documents for Venezuelans

Mandatory Identification

Valid or expired passport (accepted from January 2026)
TIE (Foreigner Identification Card) if you already have one
Asylum seekers: EX-148 red card

Proof of Residence (one of the following)

Rental contract for more than 6 months + last payment receipt
Property deed or simple Registry note (valid for 3 months)
Signed authorization from the owner + copy of their DNI + property documentation (for those living in someone else's home)

Documentos NIE España

For Venezuelan Minors

Family book (Libro de Familia) or apostilled birth certificate
Authorization from both parents (Model 1)

The most sought-after appointments run out quickly. It is recommended to request an appointment 1-2 weeks in advance and check availability in the afternoons, when new appointments are usually uploaded.

Common Problems and Practical Solutions

No Formal Rental Contract

Request a signed authorization from the owner or tenant, including a copy of their DNI and documentation proving ownership of the property.

Owner Unwilling to Authorize

Options include:

Notarial deed of declarations
Social Services report in cases of social exclusion
Contact the association "Somos Vecinas de Valencia"

No NIE Yet

A NIE (Foreigner Identification Number) is not required for empadronamiento; a passport is sufficient.

Irregular Immigration Status

It is still possible to register. The City Council does not share data with Immigration or the Police. Empadronamiento is a right for all individuals residing in Spain.

Mandatory Renewal Every 2 Years

Expats without long-term residency must renew their empadronamiento every two years. The City Council sends a notice three months in advance. Without renewal, you will be automatically removed from the register.
